Through a partnership with the 
Kentucky Transportation Cabinet (KYTC), the Cumberland Valley Area Development District (CVADD) provides planning support for activities associated with the Statewide Transportation Planning Program. The CVADD is responsible mainly for the coordination of public input, analysis of data, identification and evaluation of transportation needs in the region, and the subsequent evaluation and prioritization/ranking of needs on the KYTC Unscheduled Needs List (UNL) for possible inclusion in the KYTC Highway Plan. The statewide planning process involves local governments, the general public, and the CVADD Regional Transportation Committee.
The CVADD Regional Transportation Planner works with the KYTC Highway District Office 11 in Manchester for the counties of Bell, Clay, Harlan, Jackson, Knox, Laurel, and Whitley, and KYTC Highway District Office 8 in Somerset for Rockcastle County.

Regional Transportation Committee
The Regional Transportation Committee (RTC) plays a critical role in the prioritization process as new projects are developed and existing ones evaluation and prioritized using criteria of regional significance. The committee is a forum to work together in solving regional transportation problems, act as an advocacy body on transportation issues and provide input for the Statewide Transportation Plan and provide assistance to the ADD in its Annual Work Program.
The CVADD Regional Transportation Planning Committee (RTC) meets on a regular basis to identify, evaluate, and prioritize transportation needs in the region. The committee membership includes representatives from local municipalities, counties, private citizens, civic organizations, chamber of commerce, economic development commissions, trucking industry, agriculture industry, emergency and police officials, bicycle groups, school transportation officials, public transit authority, and family resources.
