The Cumberland Valley Area Development District (CVADD) contracts with the Kentucky Transportation Cabinet’s Division of Planning to provide assistance with implementation of the statewide transportation planning process and the statewide highway safety initiative program. The statewide transportation planning process focuses on an extensive public involvement program designed to identify, evaluate, and prioritize transportation needs for possible future implementation. The primary purpose of the Kentucky Highway Safety Initiative Program is to organize and facilitate a cooperative regional effort to reduce highway crashes and fatalities in Kentucky.
The CVADD Regional Transportation Planning Committee (RTC) meets on a regular basis to identify, evaluate, and prioritize transportation needs in the region. The committee membership includes representatives from all modes of transportation, County Judge/Executives, Mayors, local law enforcement, emergency services, fire departments, planning and zoning commissions, economic development organizations, and public citizens.
The Cumberland Valley Area Development District Regional Transportation Committee is comprised of local elected officials, community leaders, and private citizens selected from within the communities of the CVADD. Each individual brings to the transportation planning effort a unique background and area of expertise that will enable the RTC to be an effective participant in the statewide transportation planning process. The Regional Goals & Objectives have been developed by the CVADD Regional Transportation Committee as a means to direct the committee toward reaching and maintaing its mission. This committee has been established by the authority granted by the Cumberland Valley Area Development District Board of Directors. The RTC shall be governed by the Bylaws of the Cumberland Valley Area Development District Regional Transportation Committee as adopted/reviewed annually.
The purpose of the CVADD Public Involvement Plan is to describe actions that the Regional Transportation Committee shall take to provide opportunities for the public to be involved in the statewide transportation planning process. It serves as a guide for CVADD to follow while planning for public involvement. Public involvement is critical to the planning process and serves to inform as well as solicit public response regarding the needs, values and evaluations of proposed solutions. With opinions from concerned citizens we can collectively reach a solution that will best meet both local and regional needs.
The Cumberland Valley Area Development District’s Regional Transportation Concept Plan is the result of a regional process designed to guide transportation planning development within each county and area of the CVADD. The plan builds upon past and current initiatives of the District, as well as other planning processes, and is intended to impact transportation program policy and administration as it is formed and implemented. This document is intended to serve as a tool to assist federal, state and local transportation decisions being focused at the local grassroots level. The Regional Transportation Concept Plan is a collaborative effort between the CVADD Board of Directors, Regional Transportation Committee, Staff, locally elected officials, and citizens representing the region. The plan encompasses each of the eight counties within the CVADD region (Bell, Clay, Harlan, Jackson, Knox, Laurel, Rockcastle, and Whitley), and will continually be reviewed, revised, and updated by the Regional Transportation Committee.
